The freeway overcrossing currently prioritizes vehicles and presents challenges for safe, convenient access by foot or bicycle. The project seeks to transform Alameda Street into a corridor that works better for all travelers and better connects destinations like Union Station, El Pueblo and Little Tokyo.
A PSR is an early planning document that evaluates current conditions and explores possible design alternatives. It helps determine the feasibility of different approaches and lays the groundwork for future environmental review and project development.
Union Station is a key hub for regional transit, including bus, rail, and planned future services. By enhancing pedestrian and bicycle access, the project will improve first/last mile connections and support safer, more comfortable multimodal travel across Downtown LA.
Metro and Caltrans are reviewing multiple concepts, including sidewalk widening, ramp closures, one-way street conversions, and a potential freeway “cap” to create open space and reconnect the esplanade. These concepts are still under evaluation and may evolve based on technical studies and public input.
