Bonding Assistance
Contractor Development & Bonding Assistance Program (CDBAP) was created to assist Metro-certified Small Business Enterprise (SBE), Disadvantaged Business Enterprise (DBE) and Disabled Veteran Business Enterprise (DVBE) firms secure sufficient bonding to work on Metro construction projects.
Committing to Removing Discriminatory Barriers
Metro is committed to identifying any discriminatory barriers in the local transportation marketplace. By conducting a Disparity Study, the agency uses data and analysis to support use of DBE race and gender conscious contract goals to ensure non-discrimination.
Labor Wage and Retention Programs
Metro encourages contractors to stay informed about Department of Industrial Relations (DIR) Contractor Registration Law and requirements. All construction contractors doing business with Metro must be registered at both time of bid and at the time of award.
Living Wage Policy and Retention for Service Contracts
Metro is committed to equitable pay for workers on all landscaping, irrigation maintenance and other types of service contracts. The agency provides contractors and workers with access to the policy manual for transparency about wage requirements and Living Wage/Service Contract Worker Retention Policy (LW/SCWRP).
Local Businesses Get Help while Metro Builds
Metro’s Business Interruption Fund (BIF) provides financial assistance to small “mom and pop” businesses located along transit rail construction projects.
Opportunities for Minorities and Women
The Transportation Business Advisory Council (TBAC) advises Metro on matters regarding the Disadvantaged Business Enterprise program to enable the agency to meet or exceed women and minority business participation goals. The Female Participation Score Card also assists with a quarterly report on tracking toward Metro’s goals for women working on construction projects.

Metro gives consideration to public private partnerships to accelerate delivery of our much-needed transportation projects. Through these type of contracts, the skills and assets of each sector are shared in delivering a service or facility for the use of the public.

Metro’s prevailing wage program helps contractors access information about state and federal requirements on Public Works contracts that are funded by state, local and federal dollars.

Metro Real Estate Services, Asset Management, Rights-of-Way and Use of Public Land
The management and administration of real estate agreements covering rail Rights-of-Way and bus properties owned by Metro is led by our Real Estate Asset Management team. Their work includes the coordination of utility crossings, leases, license agreements, right-of-entry permits, easements and surplus property sales. The Real Estate Services (Acquisitions) team is responsible for real estate services, including environmental investigations, appraisal, acquisition, relocation and disposition of real estate for administrative and transit projects. Union Station Management and Operations oversees property management for Union Station Los Angeles.

Monthly reports with information about small businesses doing business with Metro provide insights on a prime contractor’s utilization of these businesses.
Small and Disadvantaged Business Certifications
The purpose of the Federal DBE (Disadvantaged Business Enterprise) and Metro’s Small Business Enterprise (SBE) Program is to increase opportunities for certified small businesses to participate in federally or non-federally funded transportation-related contracts and to address any potential discrimination against DBEs and SBEs in the awards of those contracts.
