Metro/Caltrans Project Delivery Support

Helping local agencies across LA County deliver transportation projects efficiently and on time.

Operations & Maintenance
The Metro/Caltrans Project Delivery Support effort is a collaborative initiative to improve how local agencies deliver federally and state-funded transportation projects in Los Angeles County. Through quarterly workshops and training sessions, Metro and Caltrans provide guidance on funding opportunities, project development, environmental compliance, right-of-way requirements, consultant procurement, and accessibility standards.

These efforts help ensure that projects stay eligible for funding, meet technical and legal requirements, and stay on schedule. Participating agencies gain direct access to Caltrans Local Assistance experts and tools that clarify evolving federal and state policies—such as updates to the California MUTCD, the Public Right-of-Way Accessibility Guidelines (PROWAG), and practical steps for applying for funding.

Metro and Caltrans also support agencies in navigating audits, timely use of funds requirements, and managing performance performance reporting under the Federal Transportation Improvement Program (FTIP). Together, these resources help bring local improvements—like safer streets, better sidewalks, or new transit options—to communities across the region.

Frequently Asked Questions

What is the purpose of Metro/Caltrans Project Delivery Support?

It’s a partnership between Metro and Caltrans that helps local agencies—like cities, transit providers, and other public entities—successfully plan, fund, and build transportation projects. The program provides direct support, training, and tools to make sure projects meet all the rules for state and federal funding and can move forward without delays.

Who can participate in these workshops?

The program is designed for public agencies in Los Angeles County that are working on transportation projects using federal or state funds. This includes city departments of transportation, county agencies, transit operators, and other eligible public-sector partners.

What kind of support does the program offer?
Metro and Caltrans offer quarterly workshops and one-on-one guidance on a wide range of project development topics. This includes how to:
 – Apply for funding
 – Navigate environmental and design requirements
 – Acquire property or right-of-way
 – Hire consultants properly
 – Meet accessibility and equity standards
 – Prepare for audits and reporting
Participants also get up-to-date information on changing policies and deadlines from Caltrans and the Federal Highway Administration (FHWA).
Why is this support important?

Transportation projects that receive federal or state funds must follow detailed requirements to stay eligible. Missing a step—or a deadline—can lead to delays, extra costs, or even lost funding. This program helps agencies avoid common pitfalls and keep their projects on track, ensuring communities receive the improvements they’ve been promised.

What kinds of projects benefit from this support?

The program supports a wide variety of transportation improvements, including safer street crossings, sidewalk repairs, new bike paths, public transit upgrades, and large-scale capital projects. Many of these are funded through programs like the Active Transportation Program (ATP), Surface Transportation Block Grant (STBG), and Congestion Mitigation and Air Quality (CMAQ), among others.

Where can I find more resources and guidance?

A wide range of materials are available through the Caltrans Division of Local Assistance, including the Local Assistance Procedures Manual (LAPM), funding calendars, training videos, and forms. Metro’s Funding and Resources page also provides guidance and contact information for those seeking letters of support or grant writing assistance.
