West Santa Ana Branch Transit Oriented Development Strategic Implementation Program (TOD SIP)
Program Background
In order to maximize the transit investment that will be made in the West Santa Ana Branch Transit Corridor (WSAB) and to ensure that communities along the corridor equitably benefit from the investment, Metro facilitated the development of a Transit Oriented Development Strategic Implementation Plan (TOD SIP). The Plan was funded by the FTA Pilot TOD Project program and completed in partnership with the City of South Gate, and Eco-Rapid Transit.
The TOD SIP provides an overarching vision and strategic guidance for local WSAB jurisdictions to use as a reference as they develop and implement their own plans, policies and economic development and mobility strategies in the 12 station areas along the alignment. This information will support station areas in equitably and sustainably transforming, as well as in becoming safe and accessible via multiple modes of mobility.
The Metro Board has authorized staff to enter into funding agreements with WSAB Transit Corridor Cities and the County (Local Jurisdictions) to support a three-year Implementation Program.
Funding Programs
Staff is interested in scalability of projects to fund the greatest number of programs possible. Please share with us in your application if it is scalable. If it is, please share the minimum amount of funds you will need to implement the core components of your project if full funding is not available.
Moving forward, WSAB jurisdictions can pursue the recently launched TOC Technical Assistance Program (TOC TAP) to fund TOC planning activities along the WSAB transit corridor (stations included in the Locally Preferred Alternative (LPA)). The next competitive TOC TAP funding cycle will make $1 million available ($200,000 maximum award, per applicant) to Los Angeles County jurisdictions in the Fall 2022.

A: TOD SIP Implementation Program Funding
Metro will fund Planning Studies related to one or more of the 6 TOD SIP Eligible Funding Strategies below and located within a 1/2-mile radius of a WSAB station. Please note that local jurisdictions can be awarded up to $200,000 total for (A) Implementation Program Funding and (B) Grant Matching Funds.

B: Grant Matching Funds
Metro will provide local grant matching funds for an applicant pursuing funding from another grant source for planning and capital projects related to one or more of the 6 TOD SIP Eligible Funding Strategies below within a ½ mile of a WSAB station area. Please note that local jurisdictions can be awarded up to $200,000 total for (A) Implementation Program Funding and (B) Grant Matching Funds

C: Grant Writing Assistance
Metro will provide grant writers to eligible WSAB jurisdictions to pursue grant funding for planning or capital projects related to one or more of the 6 TOD SIP Eligible Funding Strategies below.
Applications will be evaluated on project readiness, project staff commitment and project location within Metro’s Equity Focus Communities.
