Aerial Rapid Transit
Overview
LA Aerial Rapid Transit Technologies LLC, as the Project Sponsor, is proposing the Los Angeles Aerial Rapid Transit project. Metro is the lead agency for the proposed project in accordance with the California Environmental Quality Act (CEQA). The proposed project would connect Los Angeles Union Station to the Dodger Stadium property via an aerial gondola system. The proposed project would also include an intermediate station at the southernmost entrance of the Los Angeles State Historic Park. The proposed project would provide an aerial rapid transit option for visitors to Dodger Stadium, while also providing access between the Dodger Stadium property, the surrounding communities, including Chinatown, Mission Junction, Elysian Park and Solano Canyon, and the Los Angeles State Historic Park, to the regional transit system accessible at Union Station.
When complete, the proposed project would have a maximum capacity of approximately 5,000 people per hour per direction, and the travel time between Union Station and Dodger Stadium would be approximately seven minutes. The proposed project would provide pedestrian improvements, including hardscape and landscape improvements, as well as amenities at the Los Angeles State Historic Park. The project would provide safe, zero emission, environmentally friendly and high-capacity transit connectivity in the project area that would reduce greenhouse gas emissions as a result of reduced vehicular congestion in and around Dodger Stadium and on neighborhood streets, arterial roadways and freeways. The proposed project would operate daily to serve existing residents, workers, park users and visitors to Los Angeles.
Status
Aerial Rapid Transit Technology LLC submitted a proposal for this project to Metro’s Office of Extraordinary Innovation in 2018. Metro and Aerial Rapid Transit Technology LLC kicked off the environmental review process in October 2020 with the release of the Notice of Preparation (NOP).
Metro released the Draft Environmental Impact Report (DEIR) for the project on October 17, 2022 for a 60-day public comment period ending on December 16, 2022. On November 15, 2022, Metro extended the public comment period an additional 30 days for a 90-day public comment period ending on January 17, 2023.

On November 15, 2022, Metro announced an additional public hearing. Metro will hold five public meetings during the Draft EIR public review period.
Metro conducted two informational workshops to inform the public of the key analyses and conclusions of the Draft EIR:
Saturday, October 22, 2022, from 10am – 12pm, an informational workshop was held on-line via Zoom.
Tuesday, October 25, 2022, from 5 – 7 pm, an informational workshop was held in person at the Los Angeles Union Station Ticket Concourse.
Metro will conduct three public hearings to receive testimony on the Draft EIR for the proposed Project.
Saturday, December 10, 2022, from 10:00 am – 12:00 pm, a public hearing was held in person at the Los Angeles Union Station Ticket Concourse.
Tuesday, December 13, 2022, from 5:00 pm – 7:00 pm, a public hearing was held on-line via Zoom.
Thursday, January 12, 2023, from 5:00 pm – 7:00 pm, a public hearing was held in person at the Cathedral High School Gymnasium.
All informational workshops and public hearings will offer simultaneous Spanish, Cantonese and Mandarin interpretation.
During the public hearing on Thursday, January 12, 2023, simultaneous Taishanese interpretation was offered in addition to simultaneous Spanish, Cantonese, and Mandarin interpretation.
*NEW* February 8, 2023 from 5:00 pm – 7:00 pm, a continued public hearing from the January 12, 2023 public hearing will be held on-line via Zoom. This continued public hearing is provided in recognition that interested members of the public may have been unable to provide testimony at the January 12, 2023 in person public hearing due to disruptions from certain attendees. This continued public hearing is for the sole purpose of receiving verbal public testimony on the Draft EIR for the proposed project. Verbal comments received at this continued public hearing will be deemed timely received for the purposes of the Draft EIR public comment period, which concluded on January 17, 2023. The February 8, 2023 continued public hearing will offer Taishanese, Spanish, Cantonese, and Mandarin interpretation.
Senate Bill 44. The Los Angeles Aerial Rapid Transit project is an environmental leadership transit project pursuant to Senate Bill (SB) 44. SB 44 provides for streamlined judicial review of transit projects that meet certain requirements, including operating at zero emissions, reducing vehicle miles traveled, and reduced greenhouse gas emissions. To qualify for judicial streamlining under SB 44, Metro is providing additional processes for public involvement, including holding additional public information workshops and hearings during the Draft EIR public review period and providing a website where supporting documents regarding the EIR and project can be accessed.
