Metro has a plan to make it easier to get around, which is why Metro’s Traffic Reduction Study (TRS) is exploring how congestion pricing could reduce traffic. It would be aimed at successfully reducing congestion, enhancing economic opportunity, reducing air and climate pollution, making our roads safer and transit faster, and reinvesting in our communities.
The approach consists of:
- Managing travel demand through congestion pricing
- Providing more high-quality transportation options
- Offering low-income assistance programs

Status
Metro is completing a second round of technical modeling of three potential pilot concepts:
- Santa Monica Mountains – Pricing on the I-405, US-101 and I-5, and multiple canyon arterial roads between the I-405 and US-101.
- DTLA – Pricing on surface streets within the DTLA freeway ring, and on freeways passing through DTLA.
- I-10 – Pricing on I-10 between DTLA and the western terminus of the freeway in Santa Monica.
Throughout summer and fall of 2023, Metro will engage stakeholders and communities in conversations to inform the study. These conversations will be essential for identifying the types of transportation investments, low-income assistance programs, and other strategies that would be needed for a pilot program. Engagement will focus on connecting with a wide variety of stakeholders, especially hard-to-reach groups, low-income populations and communities whose input is needed to inform a program that would advance equity.
We anticipate submitting the feasibility study and recommendations to the Metro Board for consideration in the first half of 2024. If the board advances recommendations, the project would move into more detailed environmental review.
